HBPW and Holland City Council approved a $1.9 million Engineering Services Agreement (ESA) with Barton Malow.
HBPW and HDR strenuously reviewed potential EPC contractors for months. From a pre-qualified list of fifteen EPC teams, the HBPW narrowed the list to five qualified firms, eventually awarding the ESA contract to Barton Malow, based on:
- Project completion schedule
- Acceptance testing/guarantees
- Execution strategy
- Overall compliance with the city’s vision for the project

Owner’s Engineer: HDR
Why do we need them?
Significant engineering support is needed in addition to the Architect/Engineer firm that will design the new natural gas fired power plant. This support will be required during the full term of the project. To effectively perform this work, an Owner’s Engineer will need to be hired.
The owner’s engineer will be responsible for: site evaluation and recommendation, preliminary design, power plant thermal cycle optimization, heat and mass balances, electrical one-line drawings, general arrangement drawings including architectural design and sustainable design strategies, development of the project schedule and an overall project cost estimate, development of project specifications and bid documents for use in the issuance of a public bid for the selection of an architect engineer/contractor (AE/C) team, development of specifications and bid documents for the solicitation and award of all project related major equipment, evaluation and recommendation for the selection of an AE/C team, assistance with environmental assessment and permitting, evaluation and recommendation for the selection of all major equipment, on-site monitoring during construction, among others.

District Heating: Burns & McDonnell
The collaborative approach of Burns & McDonnell, Ever-Green Energy, and MEP Associates on the District Heating Study will provide a thorough engineering and financial analysis of the district heating and cooling concepts as outlined in the Community Energy Plan (CEP), noted in the HDR report, and expanded in the District Heating Taskforce report. The study will help lead the BPW in the decision grade analysis for implementation of district heating for Holland.
