HBPW and Holland City Council have approved a $1.9 million Engineering Services Agreement (ESA) with Barton Malow. The contract outlines plans to begin engineering design on the Holland Energy Park and develop a full Engineering, Procurement, and Construction (EPC) contract.
HBPW and HDR have been strenuously reviewing potential EPC contractors since the second quarter of 2014. From a pre-qualified list of fifteen EPC teams, the HBPW narrowed the list to five qualified firms, eventually awarding the ESA contract to Barton Malow, based on project completion schedule, acceptance testing/guarantees, execution strategy, and overall compliance with the city’s vision for the project.
We anticipate bringing our decision to a close will require 11 weeks, and upon completion, we will recommend a fully-developed EPC contract to City Council. In the meantime, the ESA with Barton Malow will enable us to move forward on important engineering design work.
